(1) Vendor needs to provide retail advisory consultant to develop and assist the Town with implementation of a retail recruitment and retention strategy that attracts and retains desirable retail and restaurant businesses to the community. The selected consultant will work closely with Town staA to enhance business retention eAorts, identify the Town’s strengths and opportunities, and leverage this information to influence retailer location decisions.

- Task 1: Market Research, GAP and Trade Area Analysis Perform a retail market, GAP, and trade area analysis that addresses the following considerations: Deliverable: Market Analysis Report · Demographic trends · Competition · Analysis of existing retail/service base · Retail leakage and surplus analysis

- Task 2: Real Estate Assessment and Site Activation · Catalog and evaluate priority commercial properties and development sites · Engage local brokers and property owners to identify vacancies and redevelopment opportunities · Assess visibility, access, traAic counts, co-tenancy, and site-readiness of parcels · Advise on higher and best use of key properties.

- Task 3: Retail Recruitment Strategy Develop a successful “results-driven” retail recruitment and retention strategy - the “Plan” that will aid Town oAicials in recruiting and retaining retail development. Deliverable: Retail Recruitment and Retention Strategy – The Plan · Identification of short- and long-term goals for the Town’s economic sector including retail and services · Identify appropriate prospective retailers suited for the Town’s short- and long-term needs · Recognize the strengths and weaknesses of the Town’s retail/service base and the desired market characteristics necessary to be competitive and to attract retail and services · Identify sites for potential retail and service development consistent with the Town’s vision, comprehensive plan and local development standards.
